They relied on a more voluntary approach with fewer restrictions. The results would seem to show that a near complete shut down of the economy is not necessary. In fact, historically their approach is the more normal one. Everybody else seemed to go crazy causing economic devastation and a myriad of other problems, including health problems and deaths that are hard to calculate.
